Changes from Agility III

We introduced track bans in Agility III, but there will be 0 track bans this tournament. We will be introducing Neutral Starts as the "gimmick" of this tournament, where only 8 tracks are able to be selected for the first race of the war. If you do not choose one of the starters listed below (random included), your team will receive a 20 point penalty if the track is chosen.

After discussion in the discord channel, we thought it may be best to have a mix of tracks that are full on bagging and tracks that you can either attempt to run or bag on, but nothing too overpowering for the front spots.
